Circular Letter No. 13/2003
This year’s ECU General Assembly took place in Plovdiv/Bulgaria on 18 October. The minutes were sent to you by email. We have received comments by the Dutch and the Greek Chess Federation on it:
1."In item 7.1 it is stated that the Dutch President Ernst Enschedé has stated that he accepts the decision of the GA. In fact Mr. Enschedé did not say this. After the decision was taken (with the Dutch vote against) Mr. Enschedé said that, although he did not participate in the preceding discussion, he wished to state that in his opinion what happened was totally wrong. The question whether the decision of the GA would be accepted by the Dutch federation was neither asked nor answered. "
2. "In item 7.2 it is stated that the Dutch President Ernst Enschedé pointed out that his federation fully agrees with the way President Kutin has handled the matter. In fact, Mr. Enschedé stated that his federation had written a letter in which the position of its player, who is one of the four players involved, was given the support that position deserved, but that the Dutch federation would have accepted it if the Board would have refused to act on the letter. When, however, President Kutin asked the GA to support the decision to request the FIDE not to admit the four players, the Dutch federation (through its ECU-representative Wim Arns) indicated that it voted against. The request to the FIDE was, therefore, not supported, by the Dutch federation."
3. The Greek Chess Federation pointed out that it had been announced that they cannot guarantee the lump sum of 30.000,-- € for ECU, but they will try their best to offer a similar amount of money in 2007.
Alexander Kostyev, President of the International School Chess Union could not attend the General Assembly. He therefore presented his report later (annex 1).
The European Team Championship was held in an excellent manner. Congratulations to the winning teams of Russia (men) and Armenia (women). And many thanks to the Bulgarian Chess Federation, especially to the Vice President Kamen Toshkov, the Secretary General Rumen Angelov and Chief Arbiter Zdravko Nedev.
On 9 November 2003 the first European Internet Championship was held. During all preliminaries, the intermediate tournament and the final with 32 players no real problems occurred. Congratulations to the first champion Emil Sutovsky/Israel and to ChessBase for the good technical organisation.
Concerning the tiebreak case in the European Individual Championship 2003 in Silivri/Turkey, FIDE Presidential Board changed its previous opinion and confirmed the ECU decision to disqualify the four players involved.
FIDE has postponed the World Championship (men and women) to next year, which means that the forthcoming European Individual Championship might be affected. The European Individual Championship is supposed to be held in Istanbul or Antalya/Turkey between 25 May and 15 June 2004. Should the World Championship be organized in April or May 2004 the European Championship will be postponed to November/December 2004. The European Women’s Championship will not be concerned by the World Championship.
As ECU has not received any bid for the European Individual Championship 2005 (men and women) President Boris Kutin is negotiating in order to find organizers for these events. Any federation being interested in these championships may contact either Boris Kutin or our Secretariat.
The Board has fixed the following deadlines for bids:
- 1 July 2004 for the European Championships 2006
- 1 March 2006 for the European Team Championship 2009

On 12 and 13 December 2003 in Rome, the General Assembly of the European Olympic Committees (EOC) will decide upon the venue of the European Youth Olympic Festival 2007. Candidates are Tampere/Finland, Belgrade/SCG and Warszawa/Poland. We would like to ask the chess federation of the winning candidate to try to include chess events as a kind of demonstration exhibition.
We would like to remind you that the ECU General Assembly has accepted to establish a Co-ordinator for Youth. Federations are requested to make proposals concerning this suitable co-ordinator by 1 February 2004.
In order to market the ECU website, the Board has decided to co-operate with the Slovenian-German company MMView. This means that the contract EDAMI will end at the end of this year. More details will be announced later.
The next Board Meeting in scheduled for 12 to 15 February 2004 in St. Vincent/Italy. The Board has received further invitations from Kishinev/Moldova and from Turkey.
