On 12 and 13 February 2005 Cannes Echecs hosted this year’s first regular Board Meeting. The newly elected President of the French Chess Federation, Mr. Jean-Claude Moingt, took the opportunity to discuss common issues with the Board members.

The agenda of this Board meeting included two focal points: the Conference on Chess in Schools and European Youth Events.

Simon Gribling, Director of the Dutch Chess Federation, presented the updated project “Congress Chess at Schools" to be held in Enschede and Amsterdam from 7 to 12 November 2005. “Chess at schools need to be drawn out of the sphere of incidental best practices towards broad acceptance of its educational benefits and, as a consequence, general implementation of chess teaching at European schools Therefore it needs and deserves a more structural approach from an administrative or policy point of view, as well as it requires a durable international platform for the dissemination of knowledge, experiences, teaching methods and (technological) instruments. Accordingly, it is time to not only subscribe the importance of chess at schools but also to actively promote it. This can be done by the development of common European measures for the promotion of Chess at schools and the dissemination of standardised and/or easily accessible methods and instruments. This conference can serve as a starting point for setting up an action program in this field and as a forum to introduce some first pragmatic opening moves for this process."

The ECU Board has decided to spend 10.000 € for the congress. Some European federations are prepared to act as co-organizers.

Goran Antunac as ECU Youth Co-ordinator informed about his activities concerning the structure of ECU youth events (annex). The Board accepted his report and asked him to continue his work in order to improve the conditions for European Youth Championships.

The European Individual Championship 2005 is still scheduled in the Warsaw region from 17 June to 3 July. For the time being negotiations between the Polish Chess Federation and the local organizer should result in final agreements.

The European Youth Championship will be organized in Herceg Novi (Serbia & Montenegro) from 13 to 24 September 2005.

The European Youth Team Championship probably will take place in Yalova/Turkey (not far away from Istanbul) from 15 to 24 October 2005.

The European Amateur Championship is going to be held in Herceg Novi (Serbia & Montenegro) from 25 May to 2 June 2005. The announcement will be distributed by the national federation within the next days.

The lawsuit filed by the Belgian professional footballer Jean-Marc Bosman and the resulting developments in Europe sport have influenced some of the national chess federations. Referring to this Bosman ruling of the European Court of Justice the German Chess Federation has finally cancelled all nationality clauses for the national team championship (Bundesliga). The report of the in-house lawyer (for the moment only in German language) can be requested from the German Chess Federation.

The ECU Manual 2005 will be printed in April. We urgently ask all federations to let us know by 15 March the latest all addresses which should be published in the directory. Please let us know as well the name and address of the presidents and the permanent delegates.
